I'm torn over whether my 15y daughter Sacha is being responsible or promiscuos. She asked me to get her BC. I feel like if I do, I'm preventing teen pregnancy. But if I do, I'm also promoting teen sex??

I don't think you're necessarily doing either... she's doing the right thing by telling you she wants/needs it. And you're clearly a great parent if she knows and feels comfortable enough to come to you to ask for it.

OMG. I cannot even imagine. Maybe have a talk with her when you hand over the BC?
