Within the community of families of children with special needs, we refer to our children as "children with special needs," rather than "special needs children." This is also true for any diagnosis. The appropriate language is a child with Down syndrome or with autism rather than an autistic child or Down syndrome child. These children are not their diagnoses. They are children and people first and foremost. However, they do have special needs that differ from, but also include the needs of, typical children. Yes our children are special but not because of their needs, they are special because all children are special in one way or another.
